Definition of

The Center of Excellence (also known as a Center of Expertise or Center of Competences) is a key component of agile organizations. It is an internal unit that is not part of the traditional corporate hierarchy. A CoE brings together stakeholders who possess specific knowledge and certain skills. Insights and best practices are then shared with other stakeholders within the company. A CoE can foster innovation for new products or guidelines. It can also accelerate the adoption of new technologies and work methods. Typically, the CoE serves as a thought leader within the company.

In many cases, the CoE consists of subdivisions within the HR department that contribute their expertise on specific HR topics within the company and serve as a company-wide decision-making body for HR matters. The goal is to consolidate HR expertise and knowledge internally and to further develop HR products. The focus is on designing processes and systems. A CoE is particularly advantageous when dealing with complex topics such as HR strategy or transformation processes. Issues can be addressed from various perspectives, often resulting in solutions that contribute to the company’s long-term success.

Often, a company is unable to establish an internal CoE due to a lack of capacity or expertise. In such cases, it is advisable to engage an external consulting firm to ensure the company does not fall behind the competition and continues to develop its employees.

‍What are the responsibilities of an HR Center of Excellence?‍

In the HR context, the CoE focuses on providing HR intelligence and the (further) development of in-house standard products and processes. The goal is to build HR expertise and manage HR services. It also aims to foster learning communities. Research, analysis of market trends, the development of tactics and strategies, and support for senior management are among the core tasks of an HR CoE. This enables the development of best practices tailored to the company’s specific needs. HR business partners are often actively involved in leading the CoE. The CoE operates with a long-term perspective to develop sustainable strategies and can be viewed as an internal management consulting firm.
